Moral vs result based decisions
Moral decisions are based on the morality of the majority, what they think is good or evil at a point in time. These decisions are difficult to quantify and require human values to decide.
Examples would be limitations on wealth in society or dispute resolution.
Result based decisions can be measured, for example success of advertising campaigns, reduction in vehicle deaths, or service uptime.
Community level moral decisions should be determined by direct democracy, per case moral decisions can be decided by sortition to reduce voter fatigue.
Managing result based decisions
A community could use direct democracy to decide that a measurable action should be implemented and who should implement it, management is then left to that entity with little input needed from the community.
Periodic reporting and transparency of implementation could be defined.
The community might contract multiple entities to perform the task so results can be compared.
At any point a direct democracy vote could be cast to make changes to the agreement.
